EU Global Strategy Watch #3: Brexit, EU-Russia, Global Governance, MFF

The Foundation for European Progressive Studies together with the Istituto Affari Internazionali are steering the EU Global Strategy (EUGS) Watch, an ambitious project aimed at critically assessing how, after its third year of implementation, the vision included in the Strategy is translating into action. Each issue of the Watch provides expert focus on some of the most important topics related to the implementation of the five priorities identified in the Strategy.

This third and final issue of the EUGS Watch offers an analytical overview of the progress achieved in four crucial areas: the EU’s response to Russian hybrid warfare, the challenges of a shifting global rules-based order, CSDP partnerships in the context of Brexit and finally, the impact of the new Multiannual Financial Framework on the EUGS.

The EUGS and Russian hybrid warfare:
effective implementation but insufficient results

In the framework of the Strategy’s implementation, the EU sought to counter the Kremlin’s cyber-attacks and its disinformation campaigns through a series of valuable initiatives across different policy sectors. Nonetheless, as the continuation and extension of Russian hybrid warfare in recent years demonstrates, the Strategy’s implementation has been less than effective.

Supporting global governance:
A Rules-based approach for a post-liberal order?

With global governance being increasingly under pressure and with more and more talks about a post-liberal order how the EU will implement a "rules-based international order" as described in the Global Strategy? Unfortunately the EU has been too much a bystander when facing the collapse of the international order, as we know it.

The EUGS Watch is a project of the Foundation for European Progressive Studies together with the Istituto Affari Internazionali, with the support of Compagnia di San Paolo - International Affairs Programme, the European Parliament, and the Italian Ministry of Foreign Affairs and International Cooperation. This is the third and final of three issues of the EUGS Watch that have been published as part of the project. A final policy paper focusing on foreign and security policy is to be published in March 2019.
